The European Free Trade Association (EFTA) Surveillance Authority (ESA) believes that Norway has introduced "unjustified and disproportionate" regulations regarding the hiring of temporary workers through staffing agencies.
ESA argues that Norway is in violation of the directive concerning temporary employment agencies.
The authority informed the Norwegian government that it has received several complaints after the introduction of regulations that prohibit and restrict the possibility of hiring temporary workers from staffing agencies.
ESA considers that the new restrictions are too broad and may have serious consequences for hiring companies and their employees, as well as for businesses seeking to utilize temporary workforce services.
Over a thousand layoffs in Norway!
It seems that the new regulations have had entirely the opposite effect of what was intended. The main argument of the Norwegian government was to increase the number of permanent employees. However, according to E24.no , it turns out that just two major hiring companies, Adecco and Manpower, have had to lay off over 1,000 employees so far!
The Norwegian government representatives have not commented on reports of layoffs in the hiring industry. The government maintains the opinion that the most important thing is to create permanent job positions in the companies where the work is conducted. Norway has two months to prepare a response before ESA decides on further action. The ban affects many businesses, including companies from Poland and other European countries.
